POSITION: Director of Finance ENTRY SALARY: Entry $60,000 - Commensurate with Education and Experience GRADE: PR A DATE AVAILABLE: November 13, 2017 JOB SUMMARY: Under general direction from Chief Financial Officer, supervise and coordinate the operations of the Finance Office, to include accounts payable, accounts receivable, fixed assets, federal grant accounting, payroll, cash management, contract accounting, general ledger, record archival, and federal reporting. Reconcile accounts, oversee investment of college funds, monitor finance office policies and develop and present modifications for approval. Will serve as a confidential employee devoting majority of time to assisting and acting in a confidential capacity as a person who formulates, determines and implements management policies. ESSENTIAL FUNCTIONS: Directs and coordinates the operations of accounts payable, accounts receivable, fixed assets, federal grant accounting, payroll, cash management, contract accounting, manage ledgers, record archival, and federal reporting. Responsible for establishing financial policies, procedures, control, and reporting systems. Oversees the supervision of personnel, which includes work allocation, training, promotion and problem resolution. Responsible for annual budget to New Mexico Higher Education Department. Maintain operating budget records, modify budgeted line items as needed and recommend budget adjustments and limits. Review all campus expenditures. Work closely with the instructional division and other departments of the College in areas of budgeting and finance. Direct expense and revenue forecasting and controls. Oversee the operation of the Auxiliary financial services. Approve necessary journal entries for departmental charges and bring accounts to reconciliation. Monitor/reconcile bank accounts and cash investment management. Oversee endowment accounts. Approve daily bank transfers for payables and payroll expenses using on-line systems, as well as drawdowns and complex entries to regular and reoccurring computerized systems; process account distributions. Direct all fiscal matters relating to registration. Oversee reconciliation of general ledger to subsidiary student accounts ledger. Approve journal entries, interest payments, bank transfers, and disbursements to the general ledger. Approve monthly tax payments for payroll, gross receipt taxes, etc. Approve all payments to benefit vendors and tax authorities. Resolves the problems of faculty, students, staff and other customers as they relate to the Finance Office. Work with the CFO in the preparation of the financial statements and financial reports. Responsible for closing entries to the financial records. Coordinate year-end closing with Financial Aid Office, Director of Student Affairs, and the Human Resource Services Office. Review and prepare for approval all monthly fiscal statements. Oversee the College external audits and reports to administration, implement corrections and improvements as required. Maintain Banner finance module along with Information Technology by actively participating in the planning and implementation as it applies to areas of responsibility. Stay informed regarding federal and state financial regulations. Monitor finance internal control policies and procedures and recommend changes to ensure organizational mission. Oversee filming and retention schedules for finance office records. Requires frequent standing, and sitting, continuous sitting, small motor functions, pushing and pulling of up to 10 lbs. Must be available to work 40 hrs. per week with normal work hours from 8:00 am to 4:30 p.m. Occasional evening hours required. ADDITIONAL DUTIES AND RESPONSIBILITIES include but are not limited to: Perform other duties as assigned. MINIMUM QUALIFICATIONS: CPA or Master’s Degree in Accounting or Business Administration and five (5) years’ experience in fund accounting preferred. Demonstrated understanding of governmental accounting principles. Knowledge of banking and investment procedures preferred. Proficient in Microsoft Office. Experience with Ellucian Banner Finance system preferred. Demonstrated ability to communicate effectively in both oral and written forms. Must possess the ability to deal with people from a wide variety of backgrounds.
